On July 15, 2021, the National Development and Reform Commission and the National Energy Administration issued the Guiding Opinions of the National Development and Reform Commission and the National Energy Administration on Accelerating the Development of New Energy Storage. In order to fully implement the spirit of the 19th CPC National Congress and the second, third, Fourth and Fifth plenary sessions of the 19th CPC Central Committee, implement the new energy security strategy of "four revolutions and one cooperation", and aim to achieve carbon peak carbon neutrality. The development of new energy storage is an important measure to improve the regulation capacity, comprehensive efficiency and safety guarantee capacity of energy power system and support the construction of new power system. With the policy environment as a strong guarantee, the market mechanism as the fundamental support, and technological innovation as the internal driving force, the construction of a good situation of multi-wheel drive is accelerated, and the high-quality development of energy storage is promoted. Strive to achieve the transformation of new energy storage from the initial commercialization to large-scale development by 2025. The innovation capacity of new energy storage technologies has been significantly improved, the level of autonomy and controllability of core technologies and equipment has been greatly improved, and great progress has been made in high safety, low cost, high reliability and long life. The standard system has been basically improved, the industrial system is becoming more complete, the market environment and business model are basically mature, and the installed capacity has reached over 30 million kW. New energy storage plays a significant role in promoting the process of carbon peak neutrality in the energy sector. By 2030, new energy storage will be fully marketized. The new energy storage core technology and equipment is independent and controllable, and its technological innovation and industrial level rank among the top in the world. The standard system, market mechanism and business model are mature and sound, and are deeply integrated with all aspects of the power system. The installed capacity basically meets the corresponding needs of the new power system. New energy storage has become one of the key supports for achieving peak carbon neutrality in the energy sector.

 

In response to relevant policies, Zhejiang Provincial Development and Reform Commission and Energy Bureau issued the "Implementation Opinions of Provincial Development and Reform Commission and Provincial Energy Bureau on Accelerating the Demonstration Application of New Energy Storage in Zhejiang Province" on November 3, 2021, setting the following objectives: From 2021 to 2023, the province will complete a grid-connected new energy storage demonstration project with a capacity of 1 million kW, and strive to achieve the development goal of a new energy storage demonstration project with a capacity of around 2 million kW in the "14th Five-Year Plan". In line with the development of new power systems, it will focus on supporting the construction of large-scale centralized energy storage projects (capacity no less than 50,000 kW) and distributed platform aggregation projects (capacity no less than 10,000 kW), so as to provide capacity support and peak regulating capacity for power systems. We will encourage exploration of research and demonstration applications of hydrogen storage, molten salt energy storage and other innovative energy storage technologies.

 

On May 25, 2022, the Comprehensive Department of the National Energy Administration issued a notice on strengthening the safety management of electrochemical energy storage power stations.
