Recently, the Shandong Provincial Department of Ecology and Environment, Shandong Provincial Department of Public Security jointly issued a "notice on further work on remote monitoring of heavy diesel vehicles" (hereinafter referred to as "Notice"), the main content is explained as follows.
First, the introduction of background
In order to implement the "Shandong Province to fight the blue sky action plan (2021-2025)" requirements to reduce mobile source exhaust pollution, strengthen the heavy-duty diesel vehicles vehicle emissions remote monitoring, and effectively play a good role in vehicle emissions remote monitoring data, the province's 174,900 heavy-duty diesel vehicles to achieve vehicle emissions remote monitoring, the number of the first in the country. The Heavy Diesel Vehicle Vehicle Emission Remote Monitoring Technical Specification (DB37/T 4505-2022) has been officially implemented on June 16, 2022, which regulates the vehicle emission remote monitoring networking and provides standard support for the application of vehicle emission remote monitoring data. In this context, the Notice was drafted.
Second, the basis for decision-making
The "Shandong Province Motor Vehicle Exhaust Pollution Prevention Regulations" was amended on March 30, 2022 to provide that: heavy-duty diesel vehicles with conditions, heavy-duty gas vehicles equipped with remote emission monitoring equipment and networking with the competent ecological and environmental authorities, can be exempted from online testing during the regular emission inspection according to the emission data and the relevant national standards. "Diesel vehicle emission limits and measurement methods (free acceleration and loading deceleration method)" (GB 3847-2018) clearly requires that the configuration of remote emission management vehicle terminals and real-time reporting of relevant emission data to the ecological and environmental departments as required, the provincial ecological and environmental departments based on data reporting can be given exemption from environmental protection on line inspection.
Third, the purpose of the introduction
Strengthen the remote monitoring and management of heavy-duty diesel vehicles and networking data management applications, and effectively play a good role in the vehicle emissions remote monitoring data. Through the innovative establishment of a "white list" system, optimize and improve the "black list" system to further optimize government services, and practice "I do practical things for the masses.
IV. Main initiatives
(A) accelerate the installation of heavy-duty diesel vehicles networking work. Cities should actively promote the conditions of the national five heavy diesel vehicles to install remote monitoring vehicle terminal equipment and networking with the ecological and environmental departments.
(B) to establish and improve the "white list" "black list" system. In the emission inspection cycle, remote monitoring of the vehicle networking normal and stable exhaust emissions into the "white list" management, in the regular emission inspection link without online testing, only the appearance of the inspection, on-board diagnostic system (OBD) check; remote monitoring of vehicles with vehicle terminals to remove the warning, exhaust emissions exceed the monitoring alarm value, the Monitoring data and the actual vehicle data does not match one of the circumstances into the "blacklist" management, after review and confirmation as a key regulatory object, in the regular emissions inspection, focus on checking and recording the vehicle vehicle terminal communication; law enforcement inspection, focus on verification of vehicle vehicle terminal communication and OBD data.

V. Relevant requirements
(A) strengthen departmental coordination. Public security departments do not obtain regular emission inspection report or "exempt from regular emission inspection on line test certificate", not to issue the inspection mark.
