【XWBOO Top News】 With the development of industrialization and urbanization, while the material living standards have improved, people have to face various pollution. Unlike air pollution, water pollution and soil pollution and other visible pollution, noise pollution has no obvious harm to the ecological environment, but it seriously affects people's normal study, work and life, and noise exceeding a certain decibel will also threaten human health, causing hearing loss, headache, memory loss and other symptoms.

Noise is everywhere, and factory production, building construction, vehicle driving and honking, and even residents' entertainment activities can produce noise pollution. According to the statistics of the Ministry of Ecology and Environment, it ranks second in environmental problems reported by the public. Prevention and control of noise pollution has become the focus of improving the quality of the ecological environment.

In recent years, China has actively taken various measures to continuously increase the prevention and control of noise pollution, and every year will release the "China Noise Pollution Prevention and Control Report" to summarize the national urban noise situation and noise pollution prevention and control work experience. A few days ago, the "2022 China Noise Pollution Prevention and Control Report" was officially released.

The report pointed out that in 2021, the overall quality of China's sound environment will improve. The compliance rate of the national sound environment functional area was 95.4% during the day and 82.9% at night, an increase of 0.8 and 2.8 percentage points year-on-year, respectively. However, the number of noise complaints and reports continued to be high, accounting for 45.0% of all reports, ranking second among all environmental pollution factors.

2021 is the first year of the 14th Five-Year Plan, which clearly states that it is necessary to "strengthen the control of environmental noise pollution". This year, China also issued a number of important policies and laws and regulations related to the prevention and control of noise pollution.

The "Opinions of the Central Committee of the Communist Party of China and the State Council on Fighting the Battle against Pollution in Depth" requires "the implementation of noise pollution prevention and control actions to accelerate the solution of prominent noise problems of public concern", and puts forward the goal that by 2025, cities at the prefecture level and above will fully realize automatic monitoring of sound environment quality in functional areas, and the nighttime compliance rate of sound environment functional areas nationwide will reach 85%. The Law of the People's Republic of China on the Prevention and Control of Noise Pollution was promulgated and came into force on June 5, 2022, providing a legal basis for the prevention and control of noise pollution. Locally, Beijing, Chengdu, Haikou, Xuzhou and other cities have also issued noise pollution prevention and control work plans. In addition, in 2021, the state and local governments issued a total of 8 standards for noise pollution prevention and control, mainly involving environmental impact assessment technology, building sound environment requirements, noise testing methods and noise control technology.

In 2021, China's urban acoustic environment monitoring system was gradually improved, with a total of 76,273 acoustic environment monitoring points in cities at the prefecture level and above across the country carrying out monitoring and submitting monitoring data to the Ministry of Ecology and Environment. At the same time, monitoring technology is gradually developing towards automation. By the end of 2021, the ecological environment departments of cities at the county level and above across the country had set up 1,692 automatic sound environment monitoring stations in functional areas and 735 automatic monitoring stations for road traffic sound environment, laying the foundation for automatic and informatization of sound environment monitoring. And according to incomplete statistics, by the end of 2021, more than 62,000 sets of automatic monitoring equipment for construction noise (online monitoring equipment for dust noise) and about 700 sets of automatic monitoring equipment for industrial noise had been installed in cities at the county level and above across the country.

Compared with manual monitoring, automatic monitoring has obvious advantages in monitoring frequency, quality control, and data timeliness. The increase in the proportion of automatic monitoring stations and the wide application of noise automatic monitoring equipment have effectively improved China's sound environment monitoring capabilities and provided a more solid foundation for noise pollution prevention and control.

In 2021, China's noise pollution prevention and control work has a new legal basis and policy guidance, monitoring standards are improved, monitoring technology is improved, and noise pollution prevention and control has entered a new stage. At this stage, expanding the proportion of automatic monitoring sites for the sound environment and the number of automatic noise monitoring equipment installed will become an important part of noise pollution prevention and control. The demand for automated noise monitoring equipment will continue to increase, bringing significant benefits to related companies.
